The Alabama State Employees' Health Insurance Board heard a report today that the insurance plan's finances appear to be on sound footing through 2020. The plan covers about 31,000 active employees and about 23,000 retirees.

Employees and retirees covered by the Alabama State Employees' Health Insurance Plan won't see any increase in premiums or change in benefits next year.

The cost to taxpayers is also expected to remain level.
The State Employees' Insurance Board approved a recommendation to keep premiums and benefits the same today after a presentation from SEIB Chief Executive Officer William Ashmore showing a healthy financial outlook, including a decline in total expenses since 2010.
"It looks like through 2020, if everything remains the same, we should be in very good financial condition," Ashmore told the board.

The board's request to the Legislature for 2020 will be $930 per employee per month, the same as each of the last two years. That totals about $352 million this year. The members will contribute about $95 million.
Ashmore said total expenditures for this fiscal year, which ends Sept. 30, are projected at $410 million. That's down from $413 million last year and down from $429 million in 2010.
Ashmore said there are several main reasons for the reduced spending, including a decline in the number of active employees enrolled, although more retirees are enrolled:
  • Employees enrolled in 2010: 37,208
  • Employees enrolled in 2018: 31,501
  • Retirees enrolled in 2010: 19,308
  • Retirees enrolled in 2018: 22,679
  • Total enrollment in 2010: 56,516
  • Total enrollment in 2018: 54,186
Ashmore said a wellness program started about 10 years ago has been the biggest factor in keeping costs down. Members are screened for conditions such as high blood pressure, cholesterol and glucose levels. About 90 percent of those identified as having risks are making significant improvements in a year, Ashmore said.
"As they reduce the risk, you have a much healthier population to insure," Ashmore said.
